Dr. Noel has over fifteen years experience in providing clinical pharmacy services and oversight of integrated behavioral and psychopharmacologic treatment for individuals with mental illness and intellectual disability. Dr. Noel served as the Director of Clinical Pharmacy Services and Chair of the Behavioral Treatment Committee at Rosewood Center, a state-operated residential facility for people with intellectual disabilities, from 2000 until its closure in 2009. From 2008 to 2013, Dr. Noel was a clinical pharmacist at Spring Grove Hospital Center, a large, state-operated psychiatric hospital. He provided drug therapy management services for adult, adolescent, and geriatric patients.
The Potomac Center is a state-operated residential facility licensed by the Office of Healthcare Quality as an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) located in Hagerstown, Md. The Potomac Center operates the Transitions Program, a program that provides a therapeutic environment in which adults with intellectual disabilities and psychiatric and behavioral disorders receive active treatment appropriate for their strengths and needs as well as goals and wishes. The program’s ultimate focus is to help each person return to the community of their choice as soon as possible.
The Secure Evaluation and Therapeutic Treatment (SETT) Program is a 32-bed licensed forensic residential center located on the grounds of Potomac Center. The SETT Program provides evaluation and assessment services, as well as active treatment to adults with intellectual disabilities and court involvement within a secure and safe environment.
Dr. Noel is a clinical pharmacy consultant that works with Potomac Center’s and SETT’s administration, psychiatry staff, and behavioral health specialists to ensure appropriate drug therapy and to promote integrated treatment planning for all individuals receiving psychiatric services.
Department of Health and Mental Hygiene – Developmental Disabilities Administration
The Developmental Disabilities Administration (DDA) is a unit of the Maryland Department of Health that coordinates community-based service delivery for over 20,000 Marylanders who receive clinical, residential, vocational, and/or other support services through federal- and state-funded Medicaid waiver programs. Dr. Noel serves as a resource for clinical consultation, oversight, and training, for DDA-licensed provider agencies and for individuals receiving self-directed services.
